Effective January 1, 2024, the Illinois bond requirement for Public Adjusters and Public Adjuster Business entities will increase from a $20,000 bond to a $50,000 bond.

Delayed Applications- Incorrect Background Question Responses

The Illinois Department of Insurance is currently seeing a significant number of license applications containing incorrect responses to the background questions. In an effort to reduce issues and delays in processing license applications the Department would like to provide the following notice.

Fees

• A licensing fee is prorated if the total days of licensing granted to the applicant is less than a full two (2) years or seven hundred and thirty (730 days) as determined by the assigned expiration date, which is final day of the applicants birth month two (2) years in the future. If the license is issued for a full two (2) years or seven hundred and thirty (730) days, there is no prorating and the normal fee applies. Total length of license granted will be no less than eighteen (18) months and no more than twenty-nine (29) months.
• Fees shown are state fees only. These fees do not include NIPR transaction fees.
• All fees are charged per application
• Limited Lines: The appointing company will pay for the license through the appointment process. insurance producer is only responsible for NIPR transaction fee.
• Navigator Certificate: Applicant not charged late fee, only NIPR transaction fee.
• Amendments for resident license applications are not charged a state fee.

Business Rules

• Effective July 1, 2023, the Department will no longer accept paper applications. All applications must be filed through NIPR.com and all fees must be paid through EFT in the NIPR.com system. Any paper apps received on or after July 1, 2023, will be mailed back to the sender. Any applications received late as a result of submission of a paper application being returned will be the responsibility of the applicant and all lapses in licensure and any penalty fees for late submission will remain in place.
• The Illinois Department of Insurance will be phasing out renewal reminders at the beginning of January 2024. NIPR has a free app that can be downloaded by all producers for iOS and Android devices that can be set up to send automatic reminders prior to license expiration dates. The Department requests all licensees to utilize this free services.
• Applicants applying for a Surplus Lines Producer license must read Section 445 of the Illinois Insurance Code and Section 2701 of the Illinois Administrative Code regarding Surplus Lines. Failure to comply with these regulations may result in fines and penalty fees. • Long Term Care is covered under the Health line of authority. The applicant must comply with the training requirements. Please go to [http://www.ilga.gov/commission/jcar/admincode/050/050020120001210R.html] for the specific requirements.
• Applicant must be at least eighteen (18) years old or older as determined from the applicant's date of birth.
• Initial resident license transactions for Limited Lines Producer and Temporary Producer classes must be completed so that companies can submit an appointment to allow Illinois to issue the license.
  • Please note: If an appointment is not submitted and approved by the state within thirty (30) days of the insurance producer obtaining the initial license, the license will be automatically cancelled. Appointments will not be accepted if the license on PDB is inactive or has a cancelled status.
  • Multiple companies may hold appointments (licenses) on the Producer Database (PDB) for any one (1) individual.
  • An affiliation is not required and the applicant may skip the "Affiliations" page on the uniform application.
  • New Resident Producers will be unable to apply on-line for five (5) days after the completion of their exams (all parts) through Pearson Vue. In order to be eligible to apply for these lines of authority (LOAs) at that time, insurance producers must also have completed pre-licensing. Please check with the prelicensing and exam provider to be sure all parts have been passed and submitted before contacting NIPR or the Illinois Department of Insurance.
  • Public Adjuster applicants must pass the required exam before the application will be permitted.
  • Public Adjuster applicants who are reinstating within 12 months of their expiration date must be compliant with Continuing Education (CE). If the applicant is not CE compliant, the reinstatement application will not be permitted.
  • Public Adjuster applicants are required to submit a bond in the amount of $50,000. Applicant is required to upload required documentation to the state via the NIPR Attachment Warehouse.
  • Public Adjuster applicant will be deferred for fingerprint requirements. Prior to the Department’s issuance of a public adjuster’s license, the applicant’s fingerprints must be on file with the Department.   • Applicant must not have another active resident state on the PDB.
  • Applicant must provide residence address in Illinois. P.O. Box is only accepted for mailing address. Residence and business address must be the physical address.
  • Applicant whose insurance producer license expired within the last twelve (12) months (or with a cancelled license) may reinstate through the Resident License (RL) Application for double the normal licensing fee.
    • Reinstatements are exempt from exam requirements during this time, but are required to meet certified education requirements.
    • Following the twelve (12) month period after expiration, applicant may reapply through the Resident License (RL) Application for the normal fee for LOAs, but must re-take both Pre-Licensed Education Requirements (PLE) and required exam.
    • Illinois only allows amendments to an insurance producer license if the license is active and not expired. The applicant must meet the pre-licensing and exam requirements to apply for the requested LOA. Illinois does not charge a state fee for amendments.
    • Limited Lines Producer license will go through the appointment renewal process as long as the license is active in order to renew the license.
    • Temporary Producer licenses will automatically expire after ninety (90) days and are not renewable.
    • Navigator certificate licenses are only issued for one (1) year.
    • Illinois Department of Insurance requires proof that the navigator federal training was taken before issuing a Navigator license. Please scan and email a copy of the transaction receipt with the resident license transaction number on it and a copy of the certificate of completion of the entire federal training provided at the end of the online training course to the Illinois Department of Insurance. This step is necessary in order to confirm the applicant's completion of the federal training program. Please submit documentation the state website.
    • Navigator Certificate license class applicants whose license expired within the past twelve (12) months must reapply for the license through the Resident License application.
    • Applicants for the variable LOA must supply FINRA CRD number on application.
    • Applicants applying for either property, casualty or both will not be able to apply for personal lines.
    • Applicants applying for an insurance producer license must pass both the required exam and pre-licensing exam.
    • Limited Lines Producer license class and Temporary Producer license class are exempt from pre-licensing and exams.
    • If applying for the license type Surplus Lines Producer class, then applicant must hold an active insurance producer license with equivalent property and casualty qualification in Illinois.
    • An agent can only apply for one (1) temporary license in their lifetime. If a temporary license is applied for and there is an active or inactive Temporary Producer license class on PDB, the transaction will be declined.
    • Limited Lines Producer license class and the Temporary Producer license class:
      • Are exempt from pre-licensing and exams.
      • Initial resident license (RL) transaction must be completed so that companies can submit an appointment to allow Illinois to issue a license for these particular limited lines and Temporary Producer licenses.
      • an insurance producer is only allowed to obtain one (1) Temporary Producer license per lifetime.
      • Note: If an appointment is not submitted and approved by the state within thirty (30) days of the insurance producer obtaining the initial license, the license will be automatically cancelled. Appointments will not be accepted if the license on (PDB) is in inactive or cancelled status.
      • Note for Limited Lines Producer license: If the license is in inactive or cancelled status on (PDB), the insurance producer will then have to reapply for the license class again so that the company can submit an appointment.
      • Applicant’s applying for Viatical Settlement Broker must be actively licensed for Insurance Producer with Life line of authority (LOA) for a minimum of one year before being eligible to apply.
      • If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse.The documents may also be submitted to the state via mail, email, or fax.
